Since
2018
Keel’s Landing was founded in April 2018 by Buzz Keel, a nuclear submarine veteran and U.S. Naval Academy graduate, and the company continues to incorporate the philosophy and precise nature of nuclear engineering, nuclear quality assurance and submarine plant operations and maintenance requirements. Originally founded on water safety consulting and commissioning expertise, Keel’s Landing expanded to mechanical and plumbing consulting engineering in 2021 with the hire of our first Professional Engineer, enabling the company to be licensed in Maryland as a Professional Engineering firm. Working primarily as owner representatives at the National Institutes of Health, we designed and commissioned system-wide potable water modifications at the clinical research hospital as well as patient room humidification systems. Keel’s Landing then strategically acquired Infinity Design Group (IDG) in May 2023, a company with over 30 years of expertise in commercial MEP consulting engineering, significantly enhancing our capabilities. Building on this momentum, the early 2024 acquisition of Marino Design Consulting (MDC), a prominent West Coast MEP consulting firm, further expanded our reach and expertise. Buzz Keel, BCxP, Co-Owner
Founder of Keel’s Landing and responsible for business development, Buzz is grateful every day for the opportunity to continue to bring direct value to customers. Buzz is a certified commissioning professional and water safety subject matter expert and has 20 years of varied experience ranging from his 3-year tour on a Ballistic Missile Nuclear Submarine to a Sales Engineer role with Nalco Water and now 6 years managing Keel’s Landing’s day-to-day operations.
Originally from Dallas, Texas, Buzz now splits time between Annapolis and Seattle as his wife Maggie is active-duty Navy and XO of USS Gridley DDG-101 in Everett Washington. Buzz and Maggie both graduated from the Naval Academy in 2006 and share daughters, Cate and Ava. Buzz is a 2015 Georgetown University MBA graduate.
Trevor Prophet, PE, Co-Owner
Responsible for leading Keel’s Landing’s day-to-day business operations and long-term growth strategy, Trevor is thrilled to build an enduring organization alongside close friend and college football teammate, Buzz. A licensed Professional Engineer, Trevor brings 20 years of diverse experience ranging from leading business development efforts at high-growth technology startups, as an Assistant Professor of Ocean Engineering at the U.S. Naval Academy, to amassing over 1,100 hours of flight time spanning four operational deployments as a Naval Helicopter Pilot.
A Ventura, California, native, Trevor now resides in San Diego with his wife Wendy and two sons, Deacon and August. Trevor holds an MS in Civil Engineering from Johns Hopkins University and an MBA from Stanford Graduate School of Business where he also earned a Certificate in Public Management & Social Innovation.

Federal Advantages
Service-Disabled Veteran-Owned Small Business (SDVOSB)
As an SDVOSB, Keel’s Landing can compete for set-aside and sole-source contracts with the federal government. The federal government aims to award at least 5% of prime contract dollars to SDVOSBs each year.
The U.S. government gives the Bureau of Indian Affairs (BIA) the authority to set aside procurement contracts for Indian-owned and controlled businesses through The Buy Indian Act (25 U.S.C. §47). The Buy Indian Act regulations are included in the Department of the Interior Acquisition Regulations (DIAR) part 1480. The National Park Service, Bureau of Land Management and other bureaus in the Department of the Interior may also be authorized to set aside procurement contracts under this Act.
The Buy Indian regulations give preference, where authorized and applicable, to the hiring of Native American employees and purchasing of products, supplies and services from eligible Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE). Keel’s Landing is an eligible Indian Small Business Economic Enterprises.
Indian Incentive Program
The U.S. government provides a monetary incentive through its Indian Incentive Program (25 U.S.C. §1544) to eligible prime contractors for hiring Native American-owned companies, like Keel’s Landing, as subconsultants.
This program offers up to 5% of the amount paid to Keel’s Landing returned to the prime contractor after work is completed, requires authorization in the contract, and requires the funds be expended.
